Yes plugged condenser can do it, but usually runs the compressor long enough to trip high psi limit switch. That takes a bit. Low side psi not high enough may not let compressor kick on at all. Might kick on for a bit then stop. Could be a complete restriction in system and it hits 300+psi right away and creates a vacuum on the low side, no way to know without gauges.
