Exactly, a lot of confusion going on in this thread. A perfect fence should have 6-8kV+ at close to 0 amps. Meaning you're energizing the wire, but no current is being pulled and grounded out somewhere.

If you're measuring a high amp reading on your fence, it means you have a lot of draws draining it down.
