Here if the ground is around 80% gray on top we run with the planter if it’s a wet cycle. As long as it doesn’t stick on the gauge wheels and closing wheels to bad. Best if soil is warm also. Been no- till for probably 20+ years. Made our country from a wheat, milo country to a corn,bean country. We use to work them gumbo hillsides and have a terrible time getting a stand. Now with no- till there is no problem normally getting a stand. Only tillage is if a small ditch gets started and smooth that area out for planting with field cultivator. Disc sits under the trees with flat tires. I can possibly see where no- till my not work in some areas of the country.
