We've had trouble getting bicep type herbicides to mix without having water in the fert.
To op, figure the gallons of 32 you have multiplied by 3.5, divide by 3. That gives you the gallons of 28 necessary to provide the same amount of N as your original 32. Subtract those two numbers and put that much water in. If you are just wanting to have it work good as spray solution, put half that much water in.
