I’m not familiar with the pollinator program, but wild carrot (Queen Anne’s lace) sounds like what you are describing.

IF you can mow it twice a year it helps to control it. Worst I’ve seen is in one cut hay where it comes on strong in July.

Not knowing what you would be planting, it’s hard to say if it will out compete other flowering species
