Yep.
For what you are saving, you can buy a blue tarp probably every morning.
I wouldn't worry if they get wet, it's water soluble, if a bag sets up hard, dump it into a container of water and after a few hours it will be dissolved.
And I've never seen a bag with pinholes, I'm sure ours are watertight, I used one years back to catch spray solution. It didn't leak out.
