What does a fence have to do with a wetland?
I asked once at fsa about clearing a tree patch in the middle of a field. Got a similar answer as the OP. Their concern was there COULD be a wetland in the trees. Further investigating I learned that it's all about no soil disturbance in wetlands, you can cut every tree down in a wetland, but it's illegal to remove the stumps. That's there hang up, your disturbing dirt before they've determined its not a wetland. It's the .gov if it sounds too stupid to be true, it most likely is.....
