Subject: Relay to control power from radar speed

Is there a simple sensor that I could wire in series from radar speed output (actually sent by GPS) to a 12V pump controller rheostat? I'm setting up in-furrow fertilizer for this year and have an implement switch setup, but if there was a way to automatically turn off the controller when ground speed was zero and the planter was in the ground then that would be helpful too. The sensor would have to be capable of receiving a square wave signal and sending out a steady 12V to the pump controller relay. I'm making it sound over-complicated but I didn't know if there was some sort of rectifier or filter that could provide a steady 12V from a square wave signal.

This is all based on my understanding that the radar doesn't pulse at zero ground speed, which could be incorrect.
