On another note- what I wouldn't give to be worried about flood control. I don't think we've ever been this dry without a wheat wipeout. 1989 I think comes to mind. We had 1 rain in late last fall that got the wheat germinated and one wet snow with .50 in it in feb/mar or the wheat wouldn't be green and holding the ground. The heavy ground we planted corn to this spring that had beans that died before maturing is moving due to lack of residue.
