You've got something else going on.  What program are you trying to use?  Acrobat Reader is the gold standard.  FoxIt works great as well.  I use both.  Before opening a file right click on it and go to "open with" and choose the program you want.  If it doesn't work after that go to your programs (in settings) and uninstall your current PDF reader.  Then download one of the above referenced programs and try again.  If you go the Acrobat route be sure to read all the prompts when installing and uncheck the extra bloat they try to install.
