I think the 7.5 HP is overkill for what that machine is capable of using. If this is your shed then you could put together a hard start kit out of an AC, and a few start and run capacitors and it would start and run fine, 1/3 less HP like Jason says. If this has to be inspected, then I think you want a VFD or possibly replace the motor. As far as I understand, you need a VFD rated for single phase input, and specifically for that HP at single phase input. If it's rated for single and three phase input, then the output rating will be for three phase input and will need to be oversized for single phase input. Double is good. Might get away with less as this is not working that motor to 7.5 HP, 7.5HP with any gearing at all will twist those shafts right off.
