Whatever that blue wire is, it's not part of the CAN spec. Perhaps they are using it as a ground (despite the shielding which is grounded). Or maybe it's some kind of 12V control wire. But I suspect it is GND. CAN signalling does require a common ground as a 0v reference if I understand it correctly, but it need not be part of the twisted pair, though. Usually I see 12V, ground, and then the twisted CAN pair in wire bundles I've looked at.
