If 40 inches is deep enough to not freeze, you could take the valve off and swab the water out with a rag and a wire. It's about the only way that I know of that doesn't require a compressor to blow out the line. If you think you will need to do it regularly, you could install an underground drain with an above ground actuator, but that's a job for nicer weather.
