You could try the 60A, as worst thing that'll happen is it'll trip. In your situation, I'd try it, but be ready to either buy a larger breaker, or try something else.

The something else would be if there is a main disconnect before the breaker panel you're wanting to install the 60A breaker in for the fan. If there is a main disconnect ahead of the panel, and the fan has a magnetic starter with overload, you could do the following to get by for this fall. Shut the main disconnect off that feeds the breaker panel. Verify the power is dead where the wires feed the breaker panel (either at the lugs or main breaker). If there's room, install the #6 wires for the fan in the same connections for the main wires feeding the panel.

You'd still have fault protection at the main disconnect, and it'd be essentially the correct size since you stated the service was only 100A. The overload at the fan would protect the motor and the wire feeding it from too much current (an overload situation)..
