Breakers do get weak. Try a new one.
The problem around here is in the 30 years, replace a 3 hp motor with 5. Replace a 7.5 with 10. Add 20 - 25 - 30 motors. Still the same service. Gradual increase in load without thinking about power available. I have to watch total load or voltage goes down.
