In the UK, we have the Advertising Standards Agency that monitors adverts, so they can't crap like this. The government spent a fortune on radio, TV and press ads to terrify us all, one of which was utter bollocks, I can't remember exactly what it was. I contacted the ASA and so did a few others, and the ad got pulled.
