They seem to appear every year around this time. I think they're after the flies that crawl under the siding.
I don't think you can trap them, and I think they may be protected.

I am almost certain that anything from the woodpecker family, woodpeckers, flickers, sapsucker etc are protected (in western Canada at least). I don;t know if that extends to other areas of North America though.
