The problem comes at the time when the money isn’t there. Those who don’t run budgets in their homes or for their business, have a hard time comprehending simple math. The fed and state has multiple carrots dangling that make the choice not as cut and dry as one might think. Money is a POWERFUL tool.


That's one of the biggest problems.  They don't know how to put away money for future projects.  Yes, I know facilities need updated and maintained, and sometimes it's grant money that has to be spent on certain things,  but they make sure they spend every last dime of tax income when they do it.  Does a high school need a brand new fancy scoreboard on the football field?  No, if the one you have is working, you run it.  Put the money away for another day and let it draw interest in the meantime, build a surplus, then you don't have to raise taxes every year because you need bigger or better needed or not.  Some small school districts try to keep up with the big cities, or the pros when it comes to sports.
