Leafcutter bees are native species and they are not social bees like a honey bee. The females lay eggs in holes in wood and other places and they hatch out in the spring and start all over again. Mason bees are similar but they don't do the leaf-cutting thing.
This link talks about leafcutter bees and their life cycle. If you see boards in alfalfa fields you can bet they are growing the alfalfa for seed. The bee nests have to be protected from predators and the weather over winter.
