I feel like there may be more to this story.
At a glance, he cleaned up his side and it looks great.
As a crop farmer, I deal with neighbour's fences all the time, and its frustrating. Lots of neglected or 40+ year old fences, every field i have that boarders a pasture ends up with livestock damage almost yearly, and only once have I had the livestock owner call me about it. I've quit approaching folks about it because I've gotten tired of people getting mad at me for them damaging my property. Also, pasture fields are often a source of weed seed contamination, most folks here just let the thistles grow freely, and those seeds get some distance with the wind. (What I'm getting at here is that there could be a little bit of resentment in your neighbour's mind).
At the end of the day, if your need for the fence isnt going away any time soon, it is time for an attorney to get involved. I think the best case scenario is your neighbour buys a half a fence. Or drives new posts and you relocate the wire.
