Nothing has changed. The rule is the same rule from the very beginning, and if you got paid, you signed a form acknowledging that you understood what insurance you had to buy.

You have to have crop insurance for the first two years after the enrollment period for WHIP/WHIP+/QLA ends, but no later than crop years 2022 and 2023. Those programs didn't end until well after March 15th of 21, making the next two years 2022 and 2023.
