Subject: FSA changing the rules again


Fulton County Ohio
As announced 9/14/2021 WHIP+ participants from 2018, 2019 and 2020 have "Linkage Requirements" for two years to crop insurance. Source is the State newsletter and confirmed with the County Staff. Those "linked" years now need to be 2022 and 2023. Those who followed the instructions and had crop insurance following 2019 WHIP+ in 2020 and 2021 can now add 2022 and 2023 to the requirements. Effectively increasing the requirement from two years to four years. Tac this onto the fact the Quality Loss Adjustment Program siphoned funds from the WHIP+ pool to fund their program at 100% and limiting WHIP+ participants to 90% of proposed compensation. Was that an act of Congress or FSA administration?
