Twins come early because they run out of room. A little surprising to me that a heifer had the twins, but what do I know. I'd bet they were in pretty good condition going into breeding season, and those heifers weren't "teen moms". One theory is that the better fed the cow, the more chance of a bull calf. Any female offspring has pretty much the same chance of carrying on the genes, but a weakling bull has much less chance than a bigger one. In the wild, OR with a farmer making the decisions.
