If you can get a multimeter, unplug the solenoids and connect the leads to the wiring on the backhoe. Check to make sure both plugs are getting 12 volts of power. One plug will be powered when you shift into foreword with the key on, the parking brake switch released and the shifter in foreword. The other plug will be powered when you shift to reverse. If both solenoids have the same plug, try switching which solenoid they are plugged into. Forward will be reverse and vice versa. If you click it in reverse and the machine goes forward, you know there is a problem with the wiring going to the foreword solenoid. If you click it in foreword and the machine backs up, then you know the foreword solenoid power supply is good. Set the multimeter to the ohms scale and connect it to the wires going to each solenoid. You know that one is good, so you should get roughly the same reading on both coils if they are both good. If the electrical checks out, then you might be looking inside the reverser.
