A heavy pall of acrid smoke hanged over the city one day. Many people complained to the media and to the police. Air pollution after all must be some sort of crime. It came out that the smoke was coming from a nearby native reservation, having come from insulation being burned off stolen electrical cables. It didn't take long for that story (and the smoke) to disappear.
