Think 2019 planting season with 2012’s July. That’s a slight exaggeration but it was the prototypical wet spring/dry summer. That was the year that Chicago has many days over 100 and had many heat related deaths. Demand was robust and out ran supply. It also led to the HTA fiasco in the summer of 1996 and the first $5 corn. Aug-Sept 1996 was a close as the US ever got to running out of corn in modern times.

Edit: The low carryout year was the 1995 growing season and the Sept 1 1995-Aug 31 1996 usage year.
