Middlesex County, Ontario | I think you are going to have a hard time finding something that fits your budget. Do you have any tractors now? Can you move part of your budget to the mower and use your existing tractor?
If you have a loader tractor the size you want, here's an example of a loader mounted mower. They would have a rear 3pt power pack that contains a reservoir and pump driven by your PTO.

If you have a skidsteer, the same kind of loader mounted mower is available for skidsteers too. Best to have high flow on the skidsteer, but they do make regular flow models. A track machine would probably do better then a wheeled machine.

Here's the Schulte front mower mower I was talking about. The driveline runs underneath the tractor to the front. Should be able to fit any appropriately sized tractor. They make front mount snowblowers in the same style also. I think the part under the tractor is the same for blowers and mowers.

Here's the Zuiberg system that adds a front hitch and PTO to your tractor. You could contact them for a quote to add to whatever tractor you may already have, or ask them for a model list so that you can choose a tractor off their list?
