Literally if any one device (Cellphone, TV, Laptop/PC, Smart Home Devices) is downloading an update it will bring your internet to a crawl. Which could look like a erratic to you, but in reality is just a maxed out network connection. The recommendation for 1-2 devices that are using light web usage(Web Surfing, Social Networking, or Streaming Standard Quality Videos) is about 25 Mbps. Which is about 25x what you are currently at.
