We did not have any problems in the mid 80's in Mexico City but we ran across a single male young traveler that did. Cop got a 100 dollar bribe out of him for having luggage blocking his rear view mirror. Never mind he had two outside mirrors. Taxi drivers (or maybe fake ones) were a problem some time after that. A person would hail a taxi, the taxi driver would take the person to some buddies, then detain them for money or ransom. I've been to Mexico many times and Mexico City a couple times and have never had a problem. But a person wants to pay attention and not go places they should not be. And in a city that size it is easy to get lost.
