I would think that any hay or bedding in the mow would act as an insulation. It sure made a difference after I added ceiling insulation in my shop a year after it was built. Our dairy barn is 145' long and milking time was miserable using a couple of 48" portable fans. It wasn't until we installed three, 48" Schaefer exhaust fans in the hay mow we got relief. The fans were mounted on the south end of the barn, boxed in and the mow floor cut to get the flow up and out.
