Rooting: somewhat the equivalent of jail breaking, opens up more of the operating system to the user. Most phone operating systems are locked down(like "you can only use the app store to install apps and only apps"). Rooting in a way removes that, and more. Android phones run a type of linux, and the "direct, no restrictions*" user of linux systems is called root.

Boot loader: what loads the operating system on the phone after the power on self test(post).

Basically the app wants operating system level access to control the battery charger portion, usually that is denied by the OS, unless you "root" or on apple "jail break" the phone. In theory only charging the batter to 80% and only down to whatever increases the life and performance of the battery.

Some phones allow and encourage this, some operating systems do this from the start, the most popular ones do not.
