Most vacuum cleaners run a brush type motor with a minimum of electronics. Don't think low voltage would be a significant risk.
That electric motor is at risk. All voltages down to zero are not harmful to any electronics.
AC utility
(long before any of use existed
) had to maintain voltages. If voltages dropped too low, power was disconnected. Because motorized appliances were at risk. Generally, voltage cannot dip below 5% - to protect appliances with electric motors - the less robust appliances.
Incandescent bulbs can dim to 50% intensity - and electronic appliances must still operate normally. How often did your bulbs ever dim that much? Never. Because voltages that low are a threat to motorized appliances.
