The idea is to get correct exposure with the shutter speed slower in bright conditions - ideally it wants to run at 2x the frame rate you are using.
So if you record 30fps it wants to be about 1/60th but you will only have 1/50th
For 60fps 1/120th (=1/125)If you don't set that manually it will strive to get closer on it's own with Auto exposure.
This gives you the optimum subtle motion blur making frames run together better - and your video will look as smooth as possible.
I agree most of the time the average viewer would be hard pushed to notice so no harm just leaving it with the clear one on.
Sometimes if it's really bright over snow or dry ground there is undeniably some improvement it will depend what you are recording too.
