Considering the cost of having your sewer pumped every 10-15 years (maybe $200) as preventive maintenance versus having somebody come out to dig it up/replace it if your sewer backs up (maybe $10-15k). You don't want any solids building up and over-flowing into the leachate chamber where it could plug the outlet. The current sewer regs are likely too restrictive....but I doubt there's a big sewer pumping conspiracy going on.
