S Illinois
I am not approaching this as trying to compare one location vs another and their corresponding drought severity and who had it worst. I am coming at it on a national scale for corn yields. The only states not significantly impacted in 2012 were MN and ND and even then they weren't near record and were barely at trend or a little below. This year, there is no area south of I-80 that currently cannot hit trend(AR,MS might have an argument, but the jury is still out). So if we have cooler than normal temperatures and above average precipitation for the next two weeks east of the SD, IA line, there are significant amount of acres that will be well on their way.

2012 state yields:
IA:137
IL:105
NE:142
MN:165
IN:99
SD:101
KS:95
MO:75
OH:120
ND:122
KY:68
