The logic will be "them rich farmers with all that high priced land can afford it". Spread some of that wealth, they will say. After all, in a socialist environment we don't really own the land anyway, it belongs to the "people" comrade. Property rights are close to non-existent now, wait to see what it looks like in a couple years if they have their way.
