THe waiter being the cashier is the restaurants way of protecting itself. If you don't pay or they make a mistake, it comes out of the wait staffs pocket. You pay them and they pay the restaurant. If somebody stiffs them, they just worked all night for free most likely.
A waitress bringing a lot of singles back for change is a sign of a smart server. The more change, the better the tip usually can be.
