If it was me....
I would either use a three phase motor with a vfd fed with single phase. Or just a gas powered transfer pump may be easier for as often as your going to use it.
I didn’t know if you could buy a 15hp single phase motor, so I searched. It appears you can for $4000.
We load our tenders with that pump and a 15hp motor. It is 10-15 minutes to fill a 3000 gallon tank.
