SE PA | that was a closing wheel from an afermarket manufacture in France. I saw other similar versions as well. See picture below. I think it's s good idea for those who run both no till and conventional, which alot do over there. If you're 100% notill I think rubber or cast smooth closing wheels are a relic of the past!
