I don't know if it's legal or kosher, but being a veteran (1968-70, US Army, 91B20) if anyone dressed in civvys saluted me, I'd gladly return the salute. How would anyone know either persons military history, if any.
In other words, I think it's OK & honorable!! Doubt if either of us would end up on Leavenworth because of it.
