So he pulled a wagon with fluid in the tires to town, weighed it, dumped it, then switched to a different wagon on the way back to the scale, all while being watched by observors picked by NCGA? Makes for a great bar story, but I doubt it. There would have to be a lot of people in on it, and they would have to pull it off 3 different times with 3 different groups of observors, after the initial weigh, since at the time he was winning they could, and did, repeat the yield check 3 times after the initial test. Each of the rechecks would have been with a different set of observors.
