Do you really want a bullet that will punch right through , or a slug that will transfer 100% of its kinetic energy into the target? No arguing, its a genuine question. For what its worth, one of the guys in our camp shot at a doe from a tree stand, with a 30-06, it was an awkward shot ( kinda behind him) so he ended up missing even though it was less than 30 yds. He saw the snow 'puff' where the bullet hit the ground so we walked over to have a look, out of curiosity I cleared the snow away and saw where the bullet entered the ground. I pulled out my knife and was amazed to find the bullet, less than 2 inches in the ground lodged in a tree root that was MAYBE 1 inch in diameter. Based on that I'm not to sure that a -06 would travel completely through an 18" tree trunk. I'm confident the slug would not penetrate 18" but I think your example is a case of comparing apples to oranges.
