I usually shake the steering wheel a little back and forth when meeting brights. Not enough to lose control and never on bad roads, but it must give a little break in the headlights to get their attention, as they usually dim their lights right afterwards. A quick flash with the newer handles instead of moving the handle from bright to dims shouldn't bother anyone.
