Very similar here more or less.

However, the ditch fund is always in the black. If it goes in the red, the next January we all get a prorated bill to bring it pback intot the black by a few 1000 dollars. Sometimes I get a bill for $9, sometimes a bill for $400. Not every year, but when it is needed. The $9 bills are just a common upkeep; a bigger bill here would have been meetings and a hearing before that much was invested.

I believe our ditch was assessed oddly, those farther away from the outlet needed more dirt moved, so they get assessed more? I'm not really sure. Anyhow that is all being changed, and going to a complicated formula that sorts out what each 40 acres (or less) parcel actually benefits, according to its soil type, slope, distance from the ditch, and other features. This comes up with a very large number, which is the 'benifit' the ditch provides your properties.

From there they will again assess a tiny percentage as needed from everyone to keep up with the maintimence.
