In IL the district commissioners are in charge, like the school board. There is no vote on improvements other than electing the commissioners each time around. Your chance to be involved and get out is when the district is started, that is when you have a chance to go to the court hearing and point out if your land will not benefit from being included in the district. If your land benefits but less than others you can also point that out and the levy may be adjusted on your tract.

The meetings where the commissioners would decide on improvement must be announced and open to the public. Most districts may only be a couple thousand acres and the three commissioners may own and/or farm a vast majority of the land in the district. It’s you and your neighbors in that situation. Some districts are huge (10 or 20k acres) and run much differently. The bigger districts usually farm a bunch of work out to consultants to relieve themselves of a bunch of liability. They may have a levee, multiple pump stations, an employee to check them when it rains. Pretty wide range.

Commissioners have a legal responsibility to act in the best interest of the district and each year the levy and the district expenses are reviewed by a judge. I have heaed stories where a judge has demanded to see the commissioners and the district attorney to make sure all the expenses were above board and in the interest of the tax paying district landowner.

Usually it’s not too hard to be a commissioner. It’s like a life sentence to a board you can’t get off of.
