You should try to get a good Cummins mechanic to look at it, there are a lot of things to be checked like the injectors,turbo ,valves, everything has to work together to work right.You can turn them up a lot with the right driver and have no trouble and get much better mileage but it all boils down to having a good operator.If you drive it yourself I would put a number 4 button in it and learn to lighten up the right foot except on a hill, and don't pull it hard until it has been run down the road for at least 30-45 minutes.
