This is the exact reason why you find drain tile in the southwestern US. Something that people from other drainage areas in the USA have a problem understanding. The top can be bone dry and the perched water table can be burning the roots killing the plant. This is also a reason for mixing the top few feet of soil for deep rooted crops.
