You don't have to go to a third world country to see asphalt being broken up and covered with gravel, our county road department has been doing that for years. The lack of money for the road department usually gets the blame, but I think it boils down to the fact that there are 4200 square miles and 9,000 people. At 2.3 people/square mile there is just a lot of road and not a whole lot of tax revenues.
