I think angled does a better job, going with the row will sometimes leave a row intact....at least with a disk chisel. It's nice to run tillage at different angles to help level the field. I think stubble damage might be less going at an angle because I seem to be driving directly on a row more than I'm not when going straight. I have some funny shaped fields that are just a pain to do on an angle.
