NW Washington | I think those wasps are yellowjackets. There several varieties of them and some of them build paper nests like you have while others build nest in the ground.
Or in farm machinery. Use the Wasp spray cans as mentioned or some of the other methods. Get after them early in the morning when they are in the nest and cool or cold and not active.
They are actually considered a beneficial insect because they eat things like aphids. Later in the summer they get to be real pests hanging around fruit and places like garbage cans wherever they can find something to eat. And they will all die except for a queen when winter comes.
